Project Name: “Supporting Rohingya Orphans and Families, Bhashan Char, Bangladesh.”
Project Introduction:
Since August 2017, violence in Myanmar’s Rakhine State has driven an estimated 860,000 Rohingya across the border of Teknaf and Ukhiya Sub-Districts of Cox’s Bazar, Bangladesh. Despite international efforts, the living conditions in the refugee camps in Cox’s Bazar remain vulnerable in terms of accommodation, food security, water and sanitation etc. Against this backdrop, the Government of Bangladesh (GoB) has invested in developing alternative refugee accommodation on the island of Bhasan Char. On 9th October 2021, the GoB and UNHCR signed a Memorandum of Understanding agreeing a common protection and policy framework for Rohingya humanitarian response at Bhashan Char. The proposed project falls within the UN mandated framework and is designed to start new activities at Bhasan Char, targeting vulnerable refugees, including orphans who have been outside from the inter-agency humanitarian response for too long. In particular, the proposed project will provide access to education for 100 orphan children, it will also providing standard food packages to 400 households to ensure food security lastly it will provide vocational training to 200 individuals among selected 400 Households for accelerating income generation activities on the basis of their vulnerability and needs. These interventions will ensure that orphaned children and vulnerable households are adequately protected with food security, education and livelihood activities.

Overall Objective: Ensuring Education and protection support is available to orphan children; Affected Rohingya people are food secured and have increased opportunities to self-sufficiency for livelihood generating activities.
Expected Outputs:
- Access to education for 100 Rohingya orphan children;
- Increased food security for 400 vulnerable Rohingya families;
- People in 200 households demonstrate increased knowledge & capacity on selected domains for livelihood generation;
- Increased protection and support available for orphans and vulnerable people.
Project Components: In this project has 3 major components
- 100 of Rohingya orphan children will get access to educational support: The project will target 100 orphaned children (out of an estimated 300 orphaned children) living on Bhasan Char. In line with its significant experience in providing non-formal education, all the 100 orphaned children will be able to attend one of four classes. Teachers form the local community will be selected and trained, receiving a stipend in line with the GoB/UN protocol for provision in the refugee camps. Education in the classes will follow a Myanmar curriculum, again in line with the GoB/UN protocol.
- 400 households will receive standard food packages to ensure food security: the project will select 400 households, who are living in 2 plots of 24 buildings. All 400 families will receive the standard package of food support as mandated by GoB/UN protocols.
- 200 Households from preselected 400 families will get livelihood trainings based on their needs: From the selected 400 households, 200 individuals will be selected to attend livelihoods training, with training covering the following trades: masonry, plumbing, tailoring and dress making, consumer electronics, vegetables gardening and poultry rearing. DAM is a significant provider of technical and vocational education and training and has established training methodologies already in place for these topics.
Major Activities: DAM has set some major activities to reach the goal of the Project, every major activity has some sub activities for proper implementation and understanding of the project participants and stakeholders. Major activities are: –
- Establish 4 learning Centre for 100 orphan children;
- Organize the discussion meeting with concerned HH/ relatives of the orphan children;
- Provide education support to the orphan children;
- Select 400 beneficiaries from Rohingya community;
- Provide food support to 400 families;
- Select trade wise training batch (8 Batches);
- Meeting with the trainees;
- Provide skill/livelihood training to 200 people (53% of targeted H.H)
- Support to demonstrate the skills/learnings of the trainees;
- Facilitate awareness sessions on protection;
- Establish safety & security mechanism in 2 plots of 24 buildings.
