Project Introduction:
The Rohingya crisis started in Myanmar’s Rakhine state since 25 August 2017 and had made it the world’s fastest growing refugee crisis. The speed and scale of the influx of Forcefully Displaced Myanmar Nationals (FDMN) in Cox’s Bazar has resulted in a critical humanitarian crisis including the host communities in Cox’s Bazar. These FDMN’s are extremely vulnerable, resulting in a critical need for much greater numbers of trained, skilled staff that properly target interventions that address their safety and dignity, and ensure respect for individuals throughout their displacement. These huge influx made the humanitarian organizations in a leading role due to their humanitarian background in that areas. But it has been found that there are several things hindering to take the lead. In this situation, the consortium based Australian Humanitarian Partnership (AHP)-III project is implementing in Cox’s Bazar which is led by Care along with 5 INGOs in Cox’s Bazar and 13 national and local organization.

As part of AHP Bangladesh consortium, Oxfam is leading the localization component along with National Alliance of Humanitarian Actors in Bangladesh (NAHAB) that prioritizes localisation of humanitarian response to better meet the needs of affected populations, recognizing the vital roles that national and local actors play in their context. To achieve the aforesaid goal, the comprehensive localization strategy envisages to support and strengthen the four key thematic areas like ‘’Partnership, Capacity Strengthening, Greater Leadership & Decision Making, and Improved Resourcing’’ capacities of the local NGOs engaged in this project.

Overall Objective: Work together with AHP III member agencies to improve and strengthen the four key thematic areas like Partnership, Capacity Strengthening, Greater Leadership & Decision Making, and Improved Resourcing for promoting localization across the Cox’s Bazar Response.

Specific Objectives: To achieve the AHP III Project: Reform

Intermediate Outcome 1:  Local actors and affected communities have increased power to make and influence decisions.

Outcome Statement of Output 1.a: Oxfam will engage with consortium partners and external actors to maximize project impact.

Outcome Statement Output 1.b: Oxfam will engage with consortium partners and external actors to maximize project impact.

Outputs:
Output 4.1.a: Affected populations have greater influence over how aid is deployed

Output 4.1.b: Local partners have greater influence, resourcing and capacity in the Bangladesh humanitarian system

  • Feminist principles, Accountable Partnership and Safe programing
  • Strengthening Local Humanitarian Leadership
  • Humanitarian Essentials (Humanitarian Principals, CHS) importance in Localization
  • Humanitarian Nexus and Humanitarian Advocacy in Localization

B. Advocacy Cafe:

  • Café on Accountable Partnership.
  • Café on Building Local Humanitarian Leadership.
  • Café on Humanitarian Coordination (focusing sector coordination), and
  • Café on Humanitarian Nexus and Localization of Humanitarian Aid.

C. Meeting, Coordination and Collaboration with consortium members and other relevant stakeholders.

D. Learning and best practice documentation and publication.

E. Review of the advocacy strategy.
