Project Introduction: ‘Out of School Children’ Education Program as Second Chance Education (SCE) Program under the sub-component 2.5 of PEDP-4 aims to provide primary education through a flexible non-formal education system to 37,200 out of school children of 8-14 years age group implemented by Dhaka Ahsania Mission (DAM) as an Implementing Support Agency (ISA). The second chance education program has operated under the overall structure of Bureau of Non-Formal Education (BNFE). Second Chance Education is a purposeful and systematically organized form of learning with flexibility in delivery, based on the requirement of educationally deprived out of School Children to complete their primary education cycle. The intervention have designed in an effort to overcome the barriers and challenges causing dropouts. Second chance education will play a crucial role alongside formal primary education mainstream.
Dhaka Ahsania Mission (DAM) has been implementing this project with 8 Associate NGOs in Chattogram District. There are total 05 Thana/Area Office under City Corporation and 12 Upazila Office covered through a District Office to support 37,200 Learners through 1240 Learning Centre establishment in Chattogram. Cohort and Multi-grade Teaching Learning Approach introduced in the learning system. Program will followed some implementing strategy that are: Selection of students through children’s survey, establishment of 70 learning centers on average in each upazila and 40 learning centers (Double shift) for each Thana/City Corporation, 1 teacher in each Center, following NCTB curriculum and textbooks, following accelerated model syllabus, ensuring NCTB text, Educational materials, school dress and bag supplies for each learners.

Overall Objective:

  • To Provide Primary Education as second chance opportunity for the Out-of-School Children (dropped out and never enrolled) of 08–14 years age group through non-formal education system and to bring them into the mainstream of formal education system.
  • To develop as a productive citizen by ensuring technical/quality training in the field of primary education.

Specific Objectives: To provide primary education through a flexible non-formal education system to 37,200 out of School Children of 8-14 years age group in Chattogram District by 32 months.
Outputs:

  • Coordinating area-based student needs with curricula formulated at the national level;
  • Exchange of experiences between non-formal and formal teaching programs;
  • Assessing the qualifications of students under an equitable framework and integrating them into the mainstream of education.

Project Components: Ensure a flexible Non-Formal Education System introducing Cohort and Multi-grade Teaching Learning Approach.
Major Activities:

  • Assessment, Selection and Agreement Signing with Associate Partner NGOs.
  • Staff recruitment, established District, Upazila and Thana Offices.
  • Conduct Community Mobilization.
  • Conduct Inception meeting at District level, Upazila and Thana/City Corporation level.
  • Conduct rapid survey for identification of Out of School Children of 8-14 years age.
  • Identify and establish Learning Centre.
  • Ensure enrollment of eligible children in each LC.
  • Conduct foundation training for LC teachers.
  • Conduct placement test of enrolled students to place them in appropriate grades.
  • Ensure collection of Textbooks and all required materials for LC and Learners.
  • Conduct bi-annual, annual refresher training, subject based training for LC teachers.
  • Organize quarterly meeting with partners.
  • Prepare monthly, quarterly, bi-annually and annual progress reports, statement of expenditure and submit to BNFE.

Project Location/s and number of Field offices: Chattogram District Office with 12 (twelve) Upazila Office (Banshkhali, Boalkhali, Chandanaish, Hathazari, Karnafuli, Lohagara, Mirsharai, Patiya, Rangunia, Rouzan, Satkania, Sitakunda) along with Chattogram City Corporation (Chandgaon (CCC-1), Colonelhat (CCC-2), Bakolia (CCC-3), Sadarghat (CCC-4), Halishahor (CCC-5) in Bangladesh.
Project Budget: BDT. 766,408,199.00 for 32 Months.
